NOTICE TO ALL SERVICE PROVIDERS AND PROSPECTIVE SERVICE PROVIDERS
As per the new Preferential Procurement Policy Framework Act (PPPFA) announced by the Minister of Finance in June 2011, all service providers are to be BEE compliant by 7 December 2011.
It is the responsiblitly of all current and prospective service providers to ensure compliance and also to be verified by accredited service providers affiliated with the Association for BEE Verification Agencies (ABVA). It should be noted that only BEE certificates endorsed by the South African National Accreditions Standards (SANAS) will be receognised. Failure to comply, will jeopordise the service providers chances of further evaluation.

The Mandela Bay Development Agency (MBDA), a Municipal Entity of the Nelson Mandela Bay Metropolitan Municipality (NMBMM), hereby calls for interested parties to submit Tenders in respect of street cleaning, poster removal and other related cleansing activities for the Port Elizabeth CBD.
The Tender Conditions, outlining the Scope of Works and requirements will be available at the offices of the MBDA, 7th Floor, Kwantu Towers, Market Square, Govan Mbeki Ave, Port Elizabeth on payment of a non-refundable document fee of R250.00 from 10h00, Tuesday 14 February 2012 during business hours of 08h00 and 16h30.
Payment must be made either by cheque, payable to “Mandela Bay Development Agency” or by direct deposit into the following bank account:

A compulsory briefing session will take place at the MBDA offices on Wednesday 22 February 2012 at 10h00. Tenders shall be subject to Tenderers meeting certain Functionality requirements and shall thereafter be evaluated on a 90/10 points system in accordance with the Acquisition Management Directives of the MBDA.
The closing date and time for submissions is Friday 16 March 2012 at 12h00, whereafter tenders will be publicly opened. Five (5) copies ,2 hard copies and 3 on compact disk (CD) of the proposals / tenders must be placed in a sealed envelope and clearly marked “Cleansing Tender – Port Elizabeth CBD (Contract No: MBDA CLP 04/12)”and are to be placed in the MBDA tender box on 7th Floor Kwantu Towers, Market Square, Govan Mbeki Avenue.
Late and incomplete tenders will not be accepted. The only or lowest tender will not necessarily be accepted and the MBDA reserves the right to accept the whole or any portion of a tender, or not to make an appointment.
