Invitation to serve on Advisory Panel for a Strategic Mini Master Plan and Capital Projects Pipeline of the MBDA.

Objective

The MBDA intends to appoint a voluntary multidisciplinary advisory panel to identify, conceptualise and present ambitious, but realistic catalytic development opportunities and associated capital projects to support strategic decision-making by the MBDA, the Board and the Nelson Mandela Bay Municipality.

The advisory panel will meet over three months in three 4- hour sessions to brainstorm, engage and conclude a draft presentation of catalytic project development opportunities for the Bay.

The panel work is voluntary / Pro Bono against the backdrop of a “giving back” approach. The entity will provide for the logistics and all the necessary arrangements.

Scope of Services

The Advisory Panel shall:

  1. Strategic Opportunity Identification
  • Identify strategic development precincts.
  • Assess redevelopment and regeneration opportunities.
  • Identify catalytic public and private investment opportunities.
  • Identify municipal land and building that can play a role in the above.
  1. Mini Master Plans
    For each selected precinct, prepare a concise PowerPoint presentation in cooperation with the MBDA including:
  • Existing context.
  • Vision and development objectives.
  • Concept spatial framework.
  • Land-use opportunities.
  • Public realm improvements.
  • Mobility and connectivity proposals.
  • Development phasing.
  1. Capital Project Pipeline
    Identify and prioritize capital projects that can be implemented in a “puzzle like” format over a 10-year period:
  • Public infrastructure.
  • Public spaces.
  • Mixed-use developments.
  • Tourism projects.
  • Heritage regeneration.
  • Transport improvements.
  • Economic development initiatives.
  • Catalytic municipal land and building

Each project should include:

  • Project description.
  • Strategic rationale.
  • Indicative location.
  • High-level budget estimate.
  • Potential funding sources.
  • Anticipated socio-economic impact.
  • Suggested implementation timeframe.
  1. Market and Property Assessment
    Provide concise assessments of:
  • Property market trends.
  • Development demand.
  • Investment opportunities.
  • Potential private sector interest.
  • Risks and constraints.
  1. Strategic Prioritisation
    Rank projects according to:
  • Strategic impact.
  • Economic benefit.
  • Job creation potential.
  • Ease of implementation.
  • Funding readiness.
  • Alignment with municipal and national priorities.
  1. Phasing of identified projects over time
  • Provide phasing timelines as funding will not be available at the same time
  • A high-level phased funding plan

 

  1. Executive Presentation
    Prepare Board-ready PowerPoint presentations suitable for executive decision-making.

Deliverables

The Advisory Panel shall provide only PowerPoint presentations, including:

  • Executive Summary
  • Development Opportunity Assessment
  • Precinct Mini Master Plans
  • Capital Project Pipeline
  • Priority Project Profiles
  • Investment Opportunity Portfolio
  • Funding Strategy Overview
  • Implementation Roadmap
  • Risks and Mitigation
  • Recommendations

No detailed reports, engineering designs, architectural drawings, environmental studies or feasibility reports are required.

Expertise required:

The panel should collectively include expertise in:

  • Urban planning
  • Architecture and urban design
  • Property development
  • Property economics in an urban context
  • Market research
  • Infrastructure planning
  • Investment promotion
  • Financial modelling
  • Municipal development planning
  • Graphic presentation and visual communication

NOTE:

This approach is appropriate where the MBDA’s intention is to produce executive high-level strategic presentations that can be approved by the Board, then the Council. It will serve as basis for the paid commissioning of detailed master plans. It also allows the Agency to quickly build a visual, decision-ready pipeline of catalytic projects that can later be developed into full feasibility studies and implementation programmes.
